Is the GAB committing voter fraud

Is the GAB(Government Accountability Board) committing voter fraud? On their sheet for the US Senate candidates they list 4 candidate but not me. Why is Russ Feingold listed there if this is just a primary. He is unopposed by his party just as I am.
